A delegation from BPH Migas, led by its head Tubagus Haryono, visited Moscow on June 16-21, 2009 to study the Russian gas management system. The Russian Federation currently has world-leading gas management system, mainly in the transmission, distribution, and operation of city gas.
Transmission of city gas in Russia is the responsibility of the Ministry of Energy, handled by Gazprom (with 75% government owned share, and 25% privately owned share), with tariffs set by the Tariff Board (which also sets the oil tariff). Meanwhile household gas distribution is handled by the Department of Home Affairs.
Rural and city scale gas network development is handled by the respective regional governments, case in fact: Moscow, its gas network is handled by Mosgaz, a company run by the mayoralty of Moscow. In the last few years, private firms have begun to cooperate with regional governments on a contract basis.
Gas pipeline network construction is mostly handled by Storytransgaz, applying the latest technology which is able to monitor gas distribution and consumption. This process is set to eliminate emergency situations and the chance of human error, by automatically stopping the supply of natural gas when customers fail to pay their monthly bill.
Russians living in isolated areas need not worry, due to the government’s policy of distributing LPG and CNG via Gazprom, Regional Owned Companies, and other companies.
