Presidential Decree Forms Legal Base of 10.000 MW Acceleration Program

The government has issued Presidential Decree No.4 / 2010 as a legal base for the 10.000 MW second phase acceleration program.  This program is aimed at increasing electricity supply to support increasing demands and diversifying power stations energy sources.

Presidential Decree No. 4 / 2010 states that PT PLN must carry out an accelerated electricity development program by harnessing renewable energy, coal, and gas.  This decree forms a legal base for PT PLN to carry out accelerated electricity development program using domestic environmentally friendly energy.

The Presidential Decree also regulates that funding for this accelerated electricity development program is sourced from the state budget, PT PLN, and other legal forms of funding which is regulated under prevailing laws.  In carrying out this program, PT PLN is authorized to cooperate with Independent Power Producers (IPP) through an electricity purchase program.

The 10.000 MW acceleration program is one important milestone in preparing future energy reserves.  During the second phase of this acceleration program, PT PLN will build a total of 6.415 worth of power plants, requiring a total investment of US$ 7.605 million.  Independent Power Producers will build a total of 4.262 MW worth of power plants, requiring US$ 8.450 million in investments.

The accelerated electricity development program consists several different types of power plants: 4.294 MW steam power, 3.583 MW geothermal power, 1.626 MW steam gas power, and 1.174 MW micro hydro.

The total number of power plants being developed by PT PLN and Independent Power Producers is equivalent to 29.373 MW.  The 10.000 MW second phase acceleration program is targeted to continue the 10.000 MW first phase program in order to cope with the average annual electricity demand growth of 6,8%.
