Pertamina Wins 2009 PSO Tender

BPH Migas has set and reinstated PT. Pertamina to carry out Public Service Obligation (PSO) for several types of fuel in 2009. PT Pertamina has won the tender process against 5 other companies, evaluated by the BPH Migas Public Service Offering fuel implementation team.

“Overall, Pertamina received the highest score due to their readiness in administrative, technical, commercial, and field verification issues,” explains the head of BPH Migas Tubagus Haryono during the tender announcement in Jakarta on Wednesday (24/12), which is also attended by The Minister of Energy and Mineral Resources.

According to the PSO, Pertamina will be responsible for the supply and distribution of certain types of fuel in 2009, amounting to 36,8 million kilolitre. These subsidized fuel consists of Premium (19,4 million kilolitre), Kerosene (5,8 million kilolitre), and Diesel (11,6 million kilolitre).

Head of BPH Migas, Tubagus Haryono explains that the administration and field verification process have been carried out on 5-17 December 2008. The score given by the PSO evaluating team is based on a priority scale, which consists of alpha and point of transfer value (24%), verification methods (3%), term of payment (19%), performance bond (21%), operational reserves (21%), expected term of assignment (5%), and plans for supply and distribution development (7%). “The amount of operational score is closely related with distribution fluency” explains the head of BPH Migas, Tubagus Haryono.

Technical aspects which is accounted in the evaluation process consists of onshore tanks (20%), floating storage (5%), land transport (20%), water transport (15%), petrol stations (30%), and non petrol station distribution bodies (10%).
