JAKARTA. After hearing presentation and explanation of Minister of EMR, Jero Wacik concerning the plan to restrict the consumption of subsidized BBM, Commission VII DPR also invited stakeholders and asked their advices concerning the matter.
Next, on Thursday (26/1), Commission VII DOR will re-invite Minister of EMR for further discussion. Stakeholders asking the advice are BPH Migas and PT Dirgantara Indonesian as the producer of converter kit.
In the working meeting with Commission VII, Monday (16/1) Minister of EMR Jero Wacik explained the government’s plan to restrict the consumption of subsidized BBM by April 1st, 2012 step by step, as being mandated in Law of APBN (State Budget) 2012.
It was explained that the total saving achieved from the policy is predicted reaching 6, 21 million kiloliter (KL), consisting of the saving of premium consumption for four-wheeled private vehicles in Java-Bali for 5, 8 million KL, the consumption of CNG in 44.000 public transportations for 0, 18 million KL and the consumption of LGV in 250.000 private and public transportation could save 0, 23 million KL.
By doing subsidized BBM restriction, the BBM volume could reach 37, 49 million KL. The number is based on Law APBN 2012 stating that from the volume of certain BBM 40 million KL, there are 2, 5 million KL of premium could not be realized and will be evaluated its realization in APBN-P 2012.
The mechanism of subsidized BBM restriction, for two and three-wheeled vehicles may consume subsidized BBM. Meanwhile, for four-wheeled public transportation, service vehicles and executive cab could consume non-subsidized BBM and LGV by adding converter kit.
“For cab, has two options; consume LGV and CNG. While for public transportation including UMKM could consume subsidized BBM and CNG.”
Subsidized BBM restriction is done step by step. For Java Bali, premium restriction will be started by April and diesel oil starts from July 2013. The government also will built 54 SPBG CNG (CNG Station) and 108 SPBG LGV (LGV Station) by 2012.
Concerning the revision of Perpres Number 55 Year 2005 jo Perpres Number 9 Year 2006, Jero Wacik stated that his side has given approval of the regulation plan. It is predicted that by Friday (20/1) has been signed by the President.
“Perpres regulates the big ones. Next, Kepmen will manage the detail. So, I will issue Kepmen to perform the Perpres,” he says.
Subsidized BBM restriction 2012 is done to decrease subsidized BBM and to make it right on target. Recently, some part of subsidized BBM is used by those no having-right people. (AK)
