JAKARTA. Upstream Oil and Gas Supervisory Agency (BP MIGAS) reported the transaction of Cooperation Contract Contractor (KKS Contractor) through national bank reached US$ 15 billion starting from April 2009 up to December 2011. The data was reported by the Head of BPMIGAS, R. Priyono in Hearing with Commission VII DPR RI, Thursday (2/2).
“The biggest transaction was through Bank Mandiri,” says Priyono. He added that from the total US$ 15 Billion, the transaction through Bank Mandiri reached US$ 11, 05 or 74 % of the total of upstream oil and gas transaction through national bank.
To increase the role of oil and gas industry in encouraging national economy, BPMIGAS in the end of 2008 issued a form letter asking KKS Contractor to perform their transactions through national bank. The step is proven to be able in keeping foreign currency liquidity (dollar) of national bank among the recent global crisis.
Up to now the role of national bank in upstream oil and gas industry keep on increasing. Besides for transaction, since the last three years upstream oil and gas industry save Abandonment and Site Restoration (ASR) fund in BUMN bank such as BNI, Bank Mandiri, and BRI.
“Up to the third quarter of 2011, the number has reached US$ 217 million,” says Priyono.
Bank Negara Indonesia (BNI) is trusted to be trustee paying agent for LNG sales from Mahakam Block. To keep guarantying the role of national bank in upstream oil and gas activity financing, BPMIGAS also compose a regulation of goods and service procurement by calculating the additional of Domestic Component Level up to 10 % for KKS Contractors using credit from BUMN Bank.
