The Lifting of PHE WMO Expected to Increase

SURABAYA – Floating Storage and Offloading (FSO) Pertamina Abherka becomes the first floating storage facility owned by Pertamina Shipping operated to guarantee the operation continuity in producing oil and gas of Pertamina Hulu Energi West Madura Offshore (PHE WMO).

The inauguration of FSO Pertamina Abherka operation was done by the Chairman of BPMIGAS, R. Priyono and the President Director of Pertamina Persero, Karen Agustiawan and Pertamina directors directly on FSO Pertamina Abherka

The operation of this FSO, which construction project signed by Pertamina Shipping, is the form of synergy between Pertamina and its subsidiary in optimizing the resources. FSO Pertamina Abherka will substitute the role of FSO Madura Jaya, previously operates in Poleng Field, West Madura Offshore Block.

It is a positive synergy between Pertamina and its subsidiaries. Hopefully, it could be realized to other projects to optimize resources, able to create efficiency and increase the contribution for State Income through Pertamina,” said Karen.

FSO Pertamina Abherka is the result of the conversion of MT. Geudongdong tanker and is the first conversion project performed by Pertamina Shipping. Pertamina Shipping will also operate the FSO for ten years in the operation areas of PHE WMO with no docking, with contract value of US$ 71 million.

The capacity of FSO Pertamina Abherka is 600.000 barrel and able to accommodate approximately 150 workers. By the existence of FSO Pertamina Abherka, PHE WMO could store oil as the result of production up to 30.000 barrel per day, so it will give a positive contribution to achieve the target of national oil lifting.

By this PSO change, PHE WMO is expected to be able to minimize the downtime in time of lifting. “FSO Pertamina Abherka will also support the operation that will give positive effects for energy supply in East Java, so the economic growth of the region could be encouraged.”

This year, PHE WMO targets the oil production for 20.000 barrel per day and gas 166.4 million cubic feet per day (MMSCFD). The gas production from WMO is distributed to PLN, PGN, Gresik BUMD, and Media Karya Sentosa. So indirectly the operation of the FSO will guarantee the continuity of gas distribution for electricity and industry surrounding East Java.

70% of Local Content

Priyono stated that the conversion project of FSO Pertamina Abherka has encouraged the Indonesia Incorporated, in which oil and gas upstream industry has empowered other industries such as shipping, banking, and others. He also stated that FSO Pertamina Abherka shows a very proud result for both its local content and working time.

"The conversion reached the local content for 70% and based on its time, the conversion is performed based on the scheduled plan that is 10 months. The project is along with one of the new paradigm of oil and gas upstream industry, not only becoming state income producer, but also increasing national capacity,” said Priyono.

The local value has continuously increased since 2007. In 2011, the total of commitment value for goods/service procurement in all Cooperation Contract (KKS) Contractor reached more than US$ 11, 81 billion by DCL aggregate 60, 63%.
