PHE WMO Re-Operates the PHE-40

JAKARTA – Pertamina Hulu Energi West Madura Offshore (PHE WMO) will re-operate the offshore rig, PHE-40. The re-operation of the rig crushed by the cargo ship in 2010 was initiated by the release of PHE-40 in Tanjung Priok, Jakarta, Monday (10/9). The rig will be sent to the location of WMO block located in 70 mile offshore of Sampang District, Madura. The installation of PHE-40 rig will be in the mid up to the end of September 2012.

“The oil and gas production starts by early November 2012,” said the Deputy Chairman for Operation Control BPMIGAS, Gde Pradnyana. The President Director of PHE, Salis Aprilian, and the Senior Executive Vice President & General Manager, PHE WMO, Imron Asjhari also attended the ceremonial. 

When being crushed by cargo ship in August 11th, 2010, PHE-40 rig (was called KE-40) was able to produce oil for 1.600 barrel per day (bph) and gas approximately for 15 million cubic feet per day. The field started production in 2005 and reached the peak production for 9.500 bph and 38 million cubic feet per day in 2007.

As reported, due to the crushing, the position of PHE-40 rig tilted up to 17, 5 degree. Even in secure position of not causing environmental pollution, the rig needs reparation to be able to operate to produce oil and gas again. “Hopefully, by the re-operation of PHE-40, the production of PHE WMO could be increased,” said Gde.

Recently, the oil production of WMO block is approximately 10.500 bph. Besides operating the PHE-40 rig, PHE MWO is ready to operate three new rigs. Now, the rigs are in finishing process of construction. Based on the contract, the construction of those three rigs will finish by the end of September.

Those three new rigs are named as PHE-38B, PHE-39 and PHE-54, and are very important to boost the oil and gas production in WMO block. PHE WMO plans to drill 21 wells in 2012, consisting of nine exploration wells, 12 development wells, and 15 work-over wells. “By the end of the year, the production of PHE WMO will boost about 21.000 bph,” said Salis.

WMO block produced 26 million bph in 2010. However, the production decrease was so fast that it had to be balanced with the acceleration of additional drilling facility and new facility supply. Those working hard of adding new wells does not directly increase the production capacity of WMO block significantly. This is due to the fact that when the Government handed over the WMO to PHE as Pertamina’s subsidiary, WMO block was in significant decreased production.

The production of WMO block was approximately 13.000 bph when handed over in May 7th, 2011, which was only 50% than the previous highest production that reached 26.000 bph. The production decrease could not be avoided because there was no new investment since August 2010 following the uncertainty of management contract renewal of WMO block. 

Imron added that PHE WMO targeted to be able to produce oil for 40.000 bph and gas for 210 million cubic feet per day by 2016 or equivalent to 75.000 BOEPD. To reach the target, PHE WMO will drill more than 25 exploration wells, more than 75 development wells, more than 10 work-over wells, maintain 37 wells, and install more than 10 new rigs up to the year of 2016.

Gde Pradnyana added that the today sail-out designated a new milestone for Pertamina, especially Pertamina Hulu Energi (PHE). For the first in history of Pertamina, building an offshore rig. Absolutely, it shows the better mastery in technology and management and makes Pertamina more confident. Pertamina ignored the upstream activities and handed it over to foreigner, then in this reform era Pertamina shows its ability to self-manage its working areas. Pertamina is now becoming healthier and stronger. Pertamina’s production was only 70 million barrel, now it has already reached 130 million barrel and hopefully will always increase in the future.
