The utilization of hydro energy consists small scale to big scale. Small scale hydro energy is meant to support the fulfillment of national energy needs, and also appropriate to be implemented in areas not being reached by PLN electricity, especially in headwater with continuous flow every year, so citizens could enjoy electricity and realize to participate in keeping the forest environment as the source of the river water. The small-scale hydro energy development is funded from: APBN (State Budget), APBD (Regional Budget), community organization or grants of foreign donor.
The government is very concern and try to utilize hydro energy, which is renewable energy as being mandated in Presidential Decision Number 5 Year 2006 concerning National Energy Policy, in which the government set the target of renewable energy share for 17 % by 2025.
Hydro energy is one of renewable energy included in Fast Track Program 10.000 MW Stage II (Ministry of EMR’s Regulation Number 15 Year 2010 Date August 27th, 2010 regarding The List of Fast Track Program of Power Plant Construction Using Renewable Energy, Coal, and Gas and also Related Transmission), which includes the construction of PLTU Upper Cisokan in West Java with installed capacity of 1040 MW and PLTA Asahan III in North Sumatera for 174 MW.
By 2025 is hoped that hydro energy could participate for 4, 4 % or about 10.940 MW in national energy mix.
By the Seminar and Exhibition Indo Hydro 2011 is hoped to be able to accelerate the implementation of renewable energy utilization from hydro energy in achieving the target of national energy mix based on Presidential Regulation Number 5 Year 2006.
