Renewable Power Plants are Speeding in Semester 1 2020

Ministry of Energy and Mineral Resources (EMR) has continued to accelerate the use of New, Renewable Energy (NRE) for electricity generation. As many as 24 NRE power plants enter Commercial Operation Date (COD) in the first semester of 2020.

"The number of Power Purchase Agreements (PPAs) that have entered COD until the first semester of 2020 is 24 power plants with a capacity of 345.08 MW," said Director of Various Energy, Directorate General of New, Renewable Energy and Energy Conservation of Ministry of EMR, Harris, in a press conference in Jakarta on Tuesday (28/7).

The number is made up of 21 PPAs from deals made in 2017, 2 PPAs from 2018, and 1 PPA from 2019.

Independent Power Producers (IPPs) have signed 83 sales and purchase contracts in the period 2017-2020. "The contracts' total capacity is 1,771.41 Megawatt (MW)," said Harris.

Harris went on to detail that in 2017, there were 70 PPAs with a total capacity of 1,206.52 MW. In 2018, there were 5 PPAs (366.9 MW), 7 PPAs in 2019 (52.99 MW), and only 1 PPA in 2020, namely Cirata Solar Power Plant with a capacity of 145 MW.

Meanwhile, 28 power plants have entered construction phase with a total capacity of 799.71 MW. The details are as follows: 22 IPP power plants come from the 2017 PPAs (434.11 MW), 3 IPP power plants from the 2018 PPAs (364.9 MW), and 3 IPP power plants from the 2019 PPAs (0.7 MW).

The other remaining 24 PPAs with a total capacity of 510.65 MW are still in the financial closing (FC) process. "Some PPAs have received bank commitments, but they have not completed the FC requirements. Some are still looking for funding; these PPAs are already effective but the FC process is not complete. Still, some are preparing implementation guarantee and offer," said Harris.

The number of PPAs that are in the financial closing is 20 IPP power plants from the 2017 PPAs (314.16 MW), 3 PPA power plants from 2019 (51 MW), and 1 project from 2020 (145 MW). "There are also 8 IPP projects that have been terminated, all from the 2017 PPAs with a total capacity of 23.5 MW," Harris concluded. (IY)
