Safety Awards Presented to 89 Oil and Gas Companies

The awarding ceremony of the prestigious Oil and Gas Safety Awards 2021 was held online on Wednesday (24/11). The award is given to appreciate business entities (BU)/permanent establishments (BUT) in the upstream and downstream oil and gas subsectors for maintaining safety and security in their work or operation areas.

On this occasion, the Minister of Energy and Mineral Resources (EMR), Arifin Tasrif, said that in an effort to recover the economy after it was hit by the Covid-19 pandemic last year, the government set a target to increase investment in 2022. The oil and gas subsector is expected to contribute US$16 billion.

The increase in investment should be supported by efforts to run operations successfully without work accidents. This way, no oil and gas projects will be delayed, leading to soaring costs and late project completion.

"This should spur oil and gas industry players to achieve efficiency and effectiveness without giving up the principles of safety, reliability, and environmentally friendly management in order to ensure safety, which includes the safety of workers, the general public, installations, and the environment," said Minister of EMR.

Law Number 22 of 2001 on Oil and Gas requires BU/BUT to guarantee occupational safety and health as well as environmental management. The guarantee must start with the commitment of the BU/BUT executives to foster safety as a culture that characterizes every scope of work.

"The implementation of oil and gas safety management system by BU/BUT is one of the efforts to foster a safety culture. Upstream and downstream oil and gas BU/BUT should also have a safety management system that is understood not only by top management but also by field workers," said Minister Arifin.

The Oil and Gas Safety Management System (SMKM) is an important part of a sustainable oil and gas industry. In general, the oil and gas industry is a very risky industry, both in terms of investment and operations. The implementation of the SMKM, which includes fostering a good partnership with the government, is an effort to reduce these risks to a minimum.

"With a strong synergy between the government and the oil and gas business actors in maintaining safety, we hope we can reduce accident rate to a minimum," Arifin added.

Besides congratulating BU/BUT on their success, the Minister of EMR expressed hopes that such achievements would be maintained and conveyed to field workers to encourage them. "For those who did not win an award, we still appreciate your efforts. Hopefully you will remain fully committed to maintaining safety in the oil and gas subsector," Arifin concluded.

On the same occasion, Director General of Oil and Gas, Tutuka Ariadji, mentioned that the right strategies and steps to anticipate the impacts of the Covid-19 pandemic were vital to ensure smooth operations in the oil and gas subsector without compromising safety aspect. This way, the government and the oil and gas businesses can carry out efforts to increase and achieve oil and gas lifting target in the upstream subsector, increase refinery capacity, and develop integrated oil and gas infrastructure in the downstream subsector.

"The government realizes that it is not easy for businesses to run operations at a time like this. However, all parties must remain optimistic that they can achieve their targets and prevent operational failures," said Tutuka.

Meanwhile, Director of Oil and Gas Techniques and Environment, Wakhid Hasyim, who concurrently holds the post of Inspection Head, expressed his gratitude to on-field technical heads and their teams who have worked hard to maintain safety in their respective operation areas.

"We are always open for discussion and coordination if there are issues of concern. Don't discuss and coordinate after an accident occurs. And let's hope no accident happens," Wakhid added.

Based on Regulation of Minister of Mining and Energy Number 516 K/38/M.PE/89 on Presentation of Awards for Occupational Safety in Oil, Gas, and Geothermal Mining Resources Business, the Oil and Gas Safety Award is presented annually.

The 2021 Oil and Gas Safety Awards are grouped in 2 categories, namely No Lost Time as a Result of Accidents (the PATRA NIRBHAYA Awards) and Oil and Gas Safety Development (the PATRA KARYA Awards).

There are 89 companies, namely Production Sharing Contracts (PSC) contractors and business entities with a downstream oil and gas business permit, that received the Oil and Gas Safety Awards. The PATRA NIRBHAYA Award is given to 75 companies, while the PATRA KARYA Award is presented to 14 companies, as follows:
