Targeting Higher Investment, Minister Arifin Signs Data Management Regulation

Ministry of Energy and Mineral Resources (EMR) finishes a regulation on the management of National Data Repository (NDR) of the energy and mineral resources sector. The data management is carried out through a unified, integrated system.

Minister of EMR Arifin Tasrif sets out the policy in Decision of Minister of EMR Number 6 K/03/MEM/2020 on Management of National Data Repository of the EMR Sector and Implementation of Duties of Data Trustee at Ministry of EMR.

"The regulation will help investors see the potentials of the EMR sectors. The bottom line is, we want to attract investors to carry on more business in the EMR sector in Indonesia," said Head of Bureau of Communication, Public Information Services, and Cooperation of Ministry of EMR in Jakarta, Sunday (26/1).

Agung continues that Minister of EMR has appointed Pusdatin ESDM (Center for Data and Information Technology on EMR) as data trustee and NDR manager. "One of Pusdatin's duties is to collect and check that data submitted by Data Producer conform to the principles sets out in the Satu Data Indonesia (One Data Indonesia)," he explained.

Pusdatin ESDM also prepares the management system of NDR, coordinates the management of NDR, and monitors and evaluates the implementation of Satu Data. After that, Pusdatin ESDM will distribute data, metadata, reference code, and master data on the Satu Data Indonesia portal as well as assist Data Supervisor in fostering Data Producers.

Data Producers referred to in the ministerial regulation consist of organization units within the Ministry of EMR, BPH Migas, SKK Migas, and Badan Pengelola Migas Aceh according to the provisions of laws and regulations. "They must update their data and submit these data to Pusdatin," explained Agung.

Data created by Data Producer must meet the principles set out in the Satu Data Indonesia and conform to quantity assurance. The approach is meant to develop the accountability of the quantity information of certain economic content, including the need for data transparency, by applying internal control mechanism as well as verification and validation of data reasonableness and according to national standardization. "Data that have not been processed in the quantity assurance stage will not be entered into the NDR of the EMR sector," Agung added.

In carrying out its duties, Data Trustee and NDR Manager coordinate with Data Manager, relevant ministries/agencies, and business entities/permanent establishment in the EMR sector.

The Ministerial Decision also regulates that distribution of data, reference codes, and master data in the Satu Data Indonesia portal can only be conducted by Data Trustee and NDR Manager, except for data intended for service and/or those contained in a cooperation with other parties. (IY)
