To Supply Electricity to New Capital, 1,555 MW Additional Capacity Needed

The Ministry of Energy and Mineral Resources estimates the electricity need of the new capital in Penajam Paser Utara-Kutai Kartanegara will reach 1,196 MW. This means an additional 1,555 MW is needed to supply the area.

"The electricity need at the new capital is around 1,196 MW which means an additional capacity of 1.555 MW is needed (including to maintain reserve margin 30%). Additionally, to maintain the reliability of supply at the new capital, we shouldn't rely on the supply from the interconnection grid only, but we need additional capacity from new power plants that are located near or in East Kalimantan Province," said Director General of Electricity, Rida Mulyana, Thursday (25/10) in Jakarta.

Rida added that according to the RUPTL PLN 2019-2028, the capacity addition until 2024 in East Kalimantan is only 691 MW, therefore, another 864 MW is still needed in the area.

"We need to accelerate the development of electricity infrastructure (generation, transmission, and distribution) to support electricity reliability of the new capital, so the RUPTL PLN 2019-2028 must be adjusted," Rida reiterated.

As publicly known, on 26 August 2019, President Joko Widodo announced the results of a Government study about the location of the new capital. The study concludes that the most ideal location for the new capital is a part of Penajam Paser Utara Regency and a part of Kutai Kartanegara Regency, East Kalimantan Province.

Currently, the electricity need of East Kalimantan is supplied by the Kalimantan Interconnection System which is interconnections between the Barito subsystem of South Kalimantan and Central Kalimantan and the Mahakam subsystem of East Kalimantan. The Kalimantan Interconnection System has a net maximum capacity of 1,569.1 MW, peak load 1,094.9 MW, and reserve capacity 474.2 MW (30%).

The Electrification Ratio (ER) of East Kalimantan as of July 2019 is 99.99%, while the ER of Penajam Paser Utara and Kutai Kartanegara Regencies is 99.99%, respectively.

The electric load of Penajaman Paser Utara is only 15.89 MVA which is supplied by GI (Substation) Petung with a capacity of 90 MVA. The electric load of Kutai Kartanegara is 117.54 MVA supplied by 3 GI's, namely GI Karang Joang, GI Manggarsari, and GI Senipah with a total of 290 MVA.

To develop the new capital's electricity system, the ideal specifications include zero down time (which means a minimum of 3 electricity-supply layers is needed), Circular configuration grid & smart grid (equipped with Energy Storage System-ESS); high, medium, and low-voltage grids that use underground cable, NRE power plants that replace coal-fired power plants, and recharge stations for electric vehicles.
